Goals

Fix the timing in the FLEXIO so that it latches LNE after the events are read out (at least ~1us after Tstable, can use 112 VQweak wait signal) instead of right at Tstable as it was

FLEXIO Scaler

Was, as of 11/6/2018 test

The FLEXIO scaler is used to count all of the helicity related information in 4 input channels, with Tstable was used to latch LNE

• Channel 0 = HEL+
• Channel 1 = HEL-
• Channel 2 = MPS/QRT/MultiSync
• Channel 4 = Pair Sync
• All channels are the standard helicity information with no surprises
